Safe Houses
Persistent claimed homes with physical rooms, fixtures, infrastructure, utilities and security.

Claiming
A Surveyed Abandoned Home can be claimed when the survivor is physically close enough with sufficiently fresh/accurate position. The Safe House attaches to the existing canonical building rather than creating a duplicate POI.

Regional utilities
Mains water and grid electricity are regional world state rather than permanent conveniences. Service can be operational, degraded, intermittent or in outage. Stored water remains physically present through outages, and Cooking can pause if electrical supply becomes insufficient.
Security & fortification
Front entrance, rear entrance and ground-floor windows are separate access zones. Timber barricades can be built, damaged, breached, repaired and reinforced with physical materials/tools. Security buys resistance and warning time rather than absolute immunity.
Persistence
Facilities, exact stored items, installed equipment, batteries and fortification state belong to the world Site. Survivor death releases the mortal claim but does not magically erase the building or convert its contents into account inventory.
